| Romans 13:1 | Let every soul be in subjection to the higher powers: for there is no power but of God; and the [powers] that be are ordained of God. | Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. | Let every individual be obedient to those who rule over him; for no one is a ruler except by God's permission, and our present rulers have had their rank and power assigned to them by Him. |
| Romans 13:2 | Therefore he that resisteth the power, withstandeth the ordinance of God: and they that withstand shall receive to themselves judgment. | Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. | Therefore the man who rebels against his ruler is resisting God's will; and those who thus resist will bring punishment upon themselves. |
